Ordering Carpet on State Contract

Carpet - Other Capital Outlay (OCO) or Expense

  • EXPENSE: When ordering floor covering over $5,000, it will be classified as an expense item if it replaces the existing carpet or floor covering.
  • OCO-Other Capital Outlay: When ordering floor covering over $5,000, if it is not replacing old floor covering, the surface has never had any floor covering, and the carpet or covering is brand new to that floor surface, it will be classified as an OCO item.
