Biography

Dr. Jacob Shively, associate dean of the College of Arts, Social Sciences, and Humanities and associate professor with the Reubin O’D. Askew Department of Government, teaches international relations.

Shively’s scholarship focuses on US grand strategy in addition to other interests, most notably cybersecurity policy. His recent project, “A Liberal World Restored? Grand Strategy Analysis and the Biden Administration,” extended his prior books on recent administrations. Entitled “Hope, Change, Pragmatism” (2016) and “Make America First Again” (2020), these works developed frameworks to evaluate and compare grand strategy type and quality in the Obama and Trump administrations. Shively has extended these frameworks in a study comparing Brazilian administrations, and previously, his doctoral dissertation analyzed former presidents George W. Bush and Jimmy Carter’s approaches to grand strategy.

Shively has also presented at international and national conferences; published scholarly reviews, articles, book chapters, and encyclopedic entries; conducted public talks; and delivered briefings to national security professionals. His work also extends to emerging technology and national security. Shively's article on President Truman’s “Point Four” technical assistance program as applied to Iran appeared in the journal Diplomacy and Statecraft. Other work in this vein includes papers and articles on cybersecurity policy published in International Politics and Policy Studies.

With nearly two decades in the classroom, Shively is an engaged and innovative teacher. He has developed and taught seventeen courses, many with fully online versions, for undergraduate and graduate programs. Topics include Introductions to American, International, and Comparative politics; American Foreign Policy; Causes of War; Cyber, Drones, and National Security; Grand Strategy; International Law; International Organizations; Religion and International Politics; and Study of Strategy (Honors). Shively also advised the UWF Model UN for over ten years.

Shively writes occasional news commentaries, collaborates with Pensacola’s Gulf Coast Diplomacy Council, speaks with community groups on current events and politics, and sits for radio, newspaper, and television interviews.

In addition to a wide range of departmental and college committees and other service, Shively served several years on the UWF Faculty Senate Executive Committee and as Senate Vice President.

Degrees & Institutions

Shively received a bachelor’s degree in political science, with minors in history and Spanish from Indiana University Indianapolis, and a doctorate degree in political science from Indiana University-Bloomington.
