OPS Insurance
Employees in an Other Personal Services (OPS) classification can in some cases become eligible for insurance coverage. Per the rules of the State of Florida Department of Management Services, employees are considered full time for purposes of insurance eligibility when they work 30 or more hours per week on average. UWF works with People First, the third-party benefits administrator for the State of Florida, to measure hours, track changes, and provide notification to OPS employees who are eligible for insurance enrollment. All eligible OPS employees in need of assistance or who enroll in State of Florida coverage should stay in communication with the Human Resources Benefits Team to ensure the smoothest possible experience with their premium deductions and ongoing coverage stability.
OPS Employee Eligibility
At the point of their initial hire with any State of Florida employer, OPS employees:
- Are eligible if they are expected to work 30 or more hours per week across all State positions.
- Are ineligible if they are expected to work less than 30 hours per week across all State positions.
Changes to OPS Employee Eligibility
When OPS employees have position changes or a measurement occurs, their eligibility can change. Timing of the eligibility change can vary, with the initial eligibility being the fastest, and loss of eligibility not usually happening immediately when hours change. Eligibility changes can happen frequently and involve multiple sets of rules, so please contact the HR Benefits Team with questions about any particular situation and whether or not the employee is eligible. Examples of when eligibility changes can occur include, but are not limited to:
- A change to the expected work hours of a position.
- An employee beginning to work an additional position.
- When an employee’s average hours are calculated at the end of a 12-month Measurement Period (see the 2025 Benefits Guide, page 14).
Eligibility does not immediately change when hours decrease or when ending employment and then being rehired (this will depend upon the length of time between positions, how long the first position lasted, and the classifications of the positions; see the Qualifying Status Change Matrix for details and contact the HR Benefits Team for assistance).
OPS Employee Plan Options
Employees in OPS positions who are eligible may elect the following plans. Any enrollment activity must be communicated to the HR Benefits Team by sending a copy of the Confirmation Statement of enrollment by email to Human Resources or by Campus Mail to HR in Building 20E, Room 117.
