Considerations for Posting for Veterans' Preference Eligible Jobs

When recruiting for a Veterans’ Preference eligible position, UWF must make applicants aware that preference is available. When creating job postings, hiring departments should indicate that the position is eligible for Veterans’ Preference by selecting, “This position is eligible for Veterans’ Preference,” in the Special Requirements or Considerations of the Job section.

The following supplemental question must be included on all Veterans’ Preference eligible job postings:

  • Are you claiming veterans’ preference? Required documentation must accompany your application or be submitted prior to the application deadline's date and time.

There should be a defined Yes/No answer to the supplemental question.

In the "Special Instructions to Applicants" section of the job posting, the following language must be included:

  • This position allows eligible veterans and their spouses to claim Veterans’ Preference pursuant to Section 295.07, F.S.; applicants claiming preference are responsible for providing required documentation on or before the posting deadline date as such documentation is required for eligibility determination. Supporting documentation, in addition to the DD214, may be required based on eligibility criteria. For information on obtaining a DD214, visit http://www.archives.gov/veterans/military-service-records/ or call 1-866-272-6272.

At the conclusion of this search, if a non-preference eligible applicant is appointed to the position and you are a preference eligible applicant, and believe that you were not afforded employment preference in accordance with applicable Florida law and regulation, a written complaint requesting an investigation may be submitted to the Florida Department of Veterans’ Affairs, Division of Benefits and Assistance, 9500 Bay Pines Blvd., Room 214, St. Petersburg, Florida 33708. Such complaint should be filed within 60 calendar days from the date that the notice the position has been filled is received by the applicant pursuant to Sections 120.569 and 120.57, F.S.

Prior to filing a complaint, it is the responsibility of the preference eligible applicant to contact the designated Human Resources or other contact person at least one time after 45 days have passed from the final date for submitting an application or the interview date, whichever is later in time, if the applicant has not received notice of a hiring decision.

External Advertisement Statement for Veterans' Preference

If the job posting will be externally advertised then the advertisement to be sent to Graystone must include the following statement:

  • This position allows eligible veterans and their spouses to claim Veterans’ Preference pursuant to Section 295.07, F.S.; applicants claiming preference are responsible for providing required documentation on or before the posting deadline date as such documentation is required for eligibility determination. Supporting documentation, in addition to the DD214, may be required based on eligibility criteria. For information on obtaining a DD214, visit http://www.archives.gov/veterans/military-service-records/ or call 1-866-272-6272.

After Applicant Pool Approval

Human Resources will email the department after the search has reached the closed date and the applicant pool has been approved. This email will include a current list of applicants who claimed Veterans’ Preference. Human Resources will determine, and verify, the eligibility of the preference. If an applicant indicated they are claiming Veterans’ Preference, but did not attach supporting documentation, Human Resources will contact the applicant via email and request the documentation be provided within three business days.

If preference is granted, it is the responsibility of the Hiring Official to determine whether the applicant meets the minimum qualifications for the position. If the applicant has been granted preference and meets the minimum qualifications for the position, then the veteran should be given preference in the selection process and must be interviewed.

When making a hiring decision, the Hiring Official for the job posting should select the candidate they feel is most qualified for the position. If a preference eligible candidate is equal in qualifications to other qualified applicants then the veteran must be selected for hire.

Once the finalist has been identified, initiate the pre-employment document process. The hiring department should not extend an offer of employment until a notification from the Employment Section, stating that the background screening is complete, is received.

The hiring department has 14 days from the hire date of the selected finalist to notify the remaining applicants of the status of the search. The PageUp system automatically sends an email to applicants when the application status has been updated in the system.
