Rebecca Matthews

Biography

Rebecca Matthews is Vice President of Automated Health Systems (AHS), a national health management services company specializing in enrollment, outreach, education, and program administration for state health programs. She represents AHS with policymakers, regulators, industry groups, and other key stakeholders across the country and serves as a subject-matter expert on strategic initiatives, procurement, negotiation, and implementation.

Previously, Matthews was Chief Executive Officer of the Florida Healthy Kids Corporation, a $430 million public‑private partnership created to expand access to affordable, comprehensive health insurance for Florida children. She led marketing, customer service, eligibility, enrollment, and core administrative functions for Florida KidsCare, the umbrella for the state’s four government‑sponsored children’s health insurance programs.

Matthews also spent seven years in executive leadership at the Florida Office of Insurance Regulation, ultimately serving as Chief of Staff, and earlier held government affairs roles at the Florida Lottery and the Department of Management Services. Before entering state government, she worked in communications with the Florida Bankers Association, the Florida Medical Association, and on statewide political campaigns.

She has been appointed to multiple education and workforce boards and advisory bodies, including service on the Florida Governor’s Wellness Policy Transition Advisory Committee, the Florida State Advisory Council on Early Childhood Care and Education, and Board Chair of the Florida Education Foundation. Matthews currently serves as Chair of the University of West Florida Board of Trustees.

A Pensacola native, Matthews earned a Bachelor of Science in Communications with a minor in Political Science from Florida State University. She lives in Tallahassee with her husband, and their children attend Florida universities.
