Emma Waters

Biography

Emma Waters is a policy analyst, speaker, and emerging voice on leadership, courage, and the calling of women in public life. She serves in the Center for Technology and the Human Person at The Heritage Foundation, where her policy work addresses family formation, biotechnology, and reproductive medicine through a principled, human-centered lens.

Emma is the author of "Lead Like Jael" (Skyhorse Publishing, forthcoming 2026), a leadership book that challenges women to embrace boldness, responsibility, and moral clarity in their homes, workplaces, and communities. She is a co-author of “A Future for the Family: A New Technology Agenda for the Right,” published by First Things, and regularly speaks to audiences about leadership, faith, public policy, and the importance of strong families for a flourishing society.

Emma graduated valedictorian from Lee University with degrees in Political Science and Biblical and Theological Studies and is currently pursuing a Master of Public Policy at The Catholic University of America. She lives in Pennsylvania with her husband and two daughters, where her most important leadership work happens daily at home.
