Stephan Hall

Finance Director

Hall has over 19 years of experience in local government, having begun his career with Escambia County as a budget analyst in 2002. After five years, he was promoted to budget manager. Ten years later, Hall assumed the role of interim finance director. In May 2020, Hall joined the City of Pensacola as the budget manager. In 2022, he was named finance director for Escambia County.

How did UWF prepare you for your career?

It took a lot of effort and dedication to succeed at UWF in the College of Business. Through many hours of studying, in-person classes and working a full-time job, I received my UWF business degree. UWF is not an easy school, but if you can do the work, do the research and learn, you can be successful with whatever career opportunity comes next.

Your career has included many years working for the local government. What drew you to your positions with the City and County?

From an early perspective I wanted to do something in the accounting field, banking or something with a financial perspective. After more than a decade in the retail field, I earned my UWF degree which opened doors to a more professional business setting where I applied for and was hired into a budget analyst position with Escambia County back in 2002. I was promoted to Escambia County’s Budget Manager after about five years in that role. Currently in the role as the county’s finance director there is a great sense of pride for the hard work we do in Escambia County’s Office of Management and Budget Department to support the vision, mission and direction of the Board of County Commissioners, while making sure we have the appropriate financial strategies in place so our board can make their best decisions, while complying with all governing Florida statutes and county ordinances.

Do you have a fond UWF memory you can share?

My two favorite courses were elements of statistics and writing for business. I had two great professors that made the classes interesting and enjoyable. I was also chased by a wild animal one night after leaving class.
