Biography

Orange County Clerk of Courts Tiffany Moore Russell is a native of Orlando, Florida. She received a B.A. in Political Science from the University of South Florida and a Juris Doctorate from Florida State University College of Law.

Elected to the Orange County Commission to represent District 6 in November of 2006, Clerk Russell made history by becoming the youngest County Commissioner ever elected to serve on the Orange County Commission. Clerk Russell served two terms on the County Commission (2006-2014). Clerk Russell again made history in 2014 as the first African-American female Clerk elected in Florida and the first African American Clerk in Orange County.

As Commissioner, and now as a Constitutional Officer, Clerk Russell has a strong commitment to her community. Trained as an attorney, she understands that access to the justice system is crucial, especially for those in the community who are economically challenged. That understanding led Clerk Russell to create the Lydia Gardner Self Help Center. Named in honor of a former Orange County Clerk, the center is the first of its kind in Orange County and provides low-cost legal assistance in the areas of family law, residential evictions and small claims to those who are not represented by an attorney.

Continuing her focus on the citizens of Orange County, Clerk Russell sits on both the Domestic Violence Commission and the Domestic Violence Taskforce, working to identify trends and reduce the incidence of domestic violence in the community. She is also a long-time supporter of Harbor House of Central Florida, an organization dedicated to providing shelter to women who are affected by domestic violence.

In response to her more than two decades of service in Orange County, the Southwest Orlando Jaycees and YMCA of Central Florida recently presented Clerk Russell with the 2016 Arthur “Pappy” Kennedy Lifetime Achievement Award.

Statewide, Clerk Russell is a member of several committees, including the Florida Court Clerks and Comptrollers’ Self Help/Pro Se Committee, Legislative Committee and she serves on the Executive Council of CCOC, ensuring that issues that directly impact clerk’s offices throughout Florida are addressed. Clerk Russell now serves on the Florida Access to Justice Commission and is a member of the Cornerstone Class 38 of Leadership Florida.

Away from the office, Clerk Russell is a member of Alpha Kappa Alpha Sorority, Inc., Psi Theta Omega Chapter and the St. Mark AME Church in Orlando. She is married to Anthony K. Russell, Jr and they are the proud parents of Anthony K. Russell, III and Aiden K. Russell.
