In Chair Roy Smith's absence, Vice Chair Honor Bell called the meeting to order at 8:37 a.m. on February 21, 2003, FWBC, Room 156.

Action items
1) Authorize Hospitality, Recreation, and Resort Management Program
Dr. Jerry Norris, Associate VP for Planning provided the Dynamic List and a brief update on progress. He and Dr. Janet Pilcher stated that all criteria have been met in order for the Hospitality, Recreation and Resort Management program to be implemented fall 2003 but it must be presented to the full BOT for approval.

It carried unanimously.

2) Following an explanation by Provost Dimsdale, tenure as condition of employment for Hal White was accepted by the committee and now must go before the full BOT for approval. Dr. Dimsdale conveyed that is not an uncommon practice when relating to an administrative position; however it usually occurs prior to the signing of a contract.

3) Gender equity in athletics at UWF was addressed by Richard Berg who informed the committee that UWF is the most equitable within state universities in distribution of athletic funds. With 57% female and 43% male UWF students enrolled, Title IX mandates that athletics must reflect same percentage of which UWF is in compliance. Dr. Dimsdale commented that these programs are reviewed yearly by the BOT, must be approved by the full BOT and that the university is quite fortunate to have Rich Berg working on these matters.

4) Establishment of Educator Performance Institute is necessary due to the millions of dollars in grant funding that UWF receives. However, this is a "no cost" item which is declaration of a title only. Dr. Janet Pilcher says Measured Products has been designated for marketing student developed products for UWF nationally and internationally.

5) Approval of Honorary Doctorate in Performing Arts for Larry Butler, Pensacola native and longtime UWF music departments advocate. Mr. Butler has initiated UWF fundraisers and chaired special events for several Pensacola non-profit organizations. Having met all criteria established by the Honorary Awards and recognition Committee, Larry Butler's name will be submitted to the full BOT for this celebrated honor.
