UWF New Academic Degree Programs

The State University System of Florida Board of Governors outlines authorization of new degree programs in Regulation 8.011. The UWF Board of Trustees approves new degree programs at the bachelor, master's, and specialist levels. The Board of Governors authorizes new professional and research doctoral degree programs.

Step 1

Update to the University Work Plan

All proposed degree programs MUST be included in the Update to the University Work Plan, developed March-May each year, two to four years prior to program implementation. Institutional Effectiveness will coordinate including proposed degree programs in the Update to the University Work Plan. The excerpt below are pp. 12-13 from the 2016-2017 Update to the University Work Plan listing new degree programs for consideration.

UWF NEW DEGREE PROGRAM PRE-PROPOSAL AUTHORIZATION FORM
Chair proposes New Academic Degree Program to Dean. Chair requests CAVP and UWF New Degree Program Internal Pre-Proposal forms fromInstitutional Effectiveness. Doctoral level degree programs require more time than master's and baccalaureate programs. Consultant hired, BOG approval, and SACSCOC prospectus 1- 2 academic years before implementation
Chair/faculty complete CAVP and UWF New Degree Program Internal Pre-Proposal forms to include estimated resource needs.
Dean and Provost sign off on anticipated faculty, and other expenses anticipated for the degree program. Deadlines for CAVP pre-proposal form: August and January.

CAVP REQUEST TO OFFER A NEW DEGREE PROGRAM TEMPLATE
Vice Provost presents New Academic Degree Program proposal to the Council of Academic Vice Presidents (CAVP). Program must go through the CCR process and obtain approval by the Faculty Senate
After CAVP approval obtained, chair/faculty proposing program meets with Institutional Effectiveness to coordinate completion of full BOG Request to Offer a New Degree Program template.
Chair/faculty will need to follow the program CCR and address comments. Program will not go forward until it receives Faculty Senate approval.
BOG REQUEST TO OFFER A NEW DEGREE PROGRAM TEMPLATE
After edits, the final version of BOG Request to Offer a New Degree Program template goes to the Provost for review; if approved, the New Academic Degree Program Proposal goes on the UWF BOT agenda. Early-mid-January of implementation year Implementation Year
BOT reviews and approves the BOG Request to Offer a New Degree Program. With BOT approval, the BOG Request to Offer a New Degree Program template goes to the BOG Staff. March of implementation year
Doctoral level programs must undergo one more layer of approval by the BOG and may require SACSCOC Substantive Change Prospectus. Discuss timing with your dean, the Provost, and Institutional Effectiveness  
Step 2

UWF New Academic Degree Program Internal Pre-Proposal

 

Once the program is included on the Update to the University Work Plan, contact Institutional Effectiveness to get started on the New Academic Degree Program Internal Pre-Proposal form. The completed form must be approved by the academic department chair, college dean, and university provost. The internal pre-proposal form must be submitted to the Office of the Provost by the college dean one to two years prior to program implementation.

Step 3

CAVP Pre-Proposal

Once reviewed and approved by the Office of the Provost, the proposed program is submitted for review by the Council of Academic Vice Presidents (CAVP) one to two years before program implementation. CAVP reviews the need, demand, duplication, and collaboration potential of the proposed program within the State University System of Florida. Deadlines for CAVP pre-proposals are October 1 and January 15. CAVP returns proposed programs with either comments or no comments.

After CAVP, begin preparing the new degree program curriculum and start the CCR process.

Step 4

BOG Request to Offer a New Academic Degree Program

The Office of the Provost will advise Institutional Effectiveness to provide the BOG Request to Offer a New Academic Degree Program template to the department. To facilitate and simplify the process, the department should meet with Institutional Effectiveness prior to developing the full proposal.
